HIV-specific entry and residence regulations for Andorra

There are generally no restrictions for HIV+ people when travelling to Andorra as tourists. 

However, there are restrictions when applying for work and residence permits. The medical examinations of migrants act published in 1998 in the Official Bulletin of the Principality of Andorra 4/10 (www.bopa.ad), says that applicants with a disease which "disables in labour and is a threat for public health" will be denied such permits. This is used by the current government in order to enforce a strict policy against HIV and other infections or diseases. 

At least 5 cases of denying such permits for HIV have been reported in 2005. Government claims that this is followed under technical considerations but this is only a policy-driven issue. There also have been denouncements because tests have been performed without consent of the applicants.
