HIV-specific entry and residence regulations for Albania

There are no specific entry or residency regulations for people with HIV/AIDS. Neither a medical certificate nor an HIV test result is required. An HIV infection has no influence on an existing residence permit. There are no specific regulations.

Law No. 9952, dated14.7.2008 “FOR THE PREVENTION AND CONTROL OF HIV / AIDS” in Republic of Albania, sets the rules for prevention and control in taking measures for HIV/AIDS, care, treatment and support for people living with HIV. This law applies to natural and legal persons; persons, local or foreign, with residence or headquarters in the Republic of Albania.

The Law on HIV has 48 specific articles on the principles of HIV/AIDS prevention and control; entities responsible for the prevention and control of HIV/AIDS; and the rights and obligations of persons living with HIV. The law also specifies measures for the prevention and control of HIV; treatment, care and support for PLHIV and the conditions for ensuring implementation of HIV prevention and control.

HIV treatment information for Albania

Treatment and care for people with HIV / AIDS is offered only at the University Hospital Centre "Mother Teresa", mainly in the Infectious Diseases Service and Paediatrics Service.

The Outpatient Clinic for People with HIV / AIDS at the University Hospital Centre "Mother Teresa", opened with the support of the Global Fund at the end of 2007 offers antiretroviral therapy, treatment monitoring, psychosocial support, counselling and voluntary testing for HIV and other sexually transmittable infections.

Antiretroviral drugs are provided free of charge by a special fund of the Ministry of Health and Social Protection procured through the UNICEF office in Albania.

ARV treatment is offered free of charge to all persons living with HIV in Albania since 2004. Beneficiaries of ARV treatment are also foreign nationals living in Albania if they have an employment contract and a residence permit.
